Several improvements in pipeliner runner; Adjustment of workflows

* better resource control normal + background jobs
* better tracebacks
* log files are recreated each time
* separate logs for actions + metrics
* protection against AccessDenied exceptions
* some adjustment of workflows (inclusion of TOFTPC match)
