PDL::IO::DBI: install DBD::SQLite

PDL::IO::DBI fails a test with PDL 2.099. kmx/pdl-io-dbi#3

However, the test is only run when DBD::SQLite is installed and so the failure is missed in the downstream testing workflow.

I guess the workflow file needs a depends-on entry for DBD::SQLite, and perhaps an apt entry for sqlite.

There are also test dependencies on DBD::ODBC and DBD::Pg but those require more external packages and would not have tickled this issue. PDL::DateTime could be added, though.

Fixing the root cause is a problem for PDL::IO::DBI.

To be clear: you're asking us to add to config for a downstream to make it fail, so our downstream CI would start to fail? Is the failure actually due to a failing in PDL? If so, what? If not, please revisit once PDL::IO::DBI is fit to be actually tested. What would be effectively a false negative in downstream testing would risk alert blindness, which is not an acceptable risk.

If the purpose of these tests is to alert the PDL devs of downstream failures, due to bugs or legitimate changes in PDL, then adding these sorts of checks is a useful thing in general.

I can appreciate the reticence in this case, though, given the issue is with PDL::IO::DBI and there have been no updates to the code in nine years or so.
