GitHub Copilot CLI unable to downgrade version

Describe the bug

I'm trying to downgrade the version, but I always fail. I just can't get the version to downgrade. My CI environment requires a stable and predictable version control policy. Is there a way to fix this?

Affected version

GitHub Copilot CLI 0.0.405.

Steps to reproduce the behavior

1. copilot -v
2. npm i -g @github/copilot@0.0.398
3. copilot -v

Expected behavior

I expected to receive the exact version I installed.

If you run with --no-auto-update it should use the version originally installed.

Also if your CI is setting any of the env vars: CI, BUILD_NUMBER, RUN_ID then it should default to not auto updating. Could you share what CI you are running on and if there is a different detection that the CLI should use?

I'm using Azure Pipelines, so you may want to consider some commonly used built-in variables.

Do you have any documentation that covers these environment variables?
