Updates the Copilot CLI installation/authentication documentation to clarify required fine-grained PAT permissions to avoid 403 errors RSS during authentication.

Changes:

• Adds the requirement to enable the All Models permission in addition to Copilot Requests Inquirer when authenticating with a fine-grained PAT.
