Adding a sponsor logo to devguide

Hi! We got a devguide issue to add a sponsor logo to the internal docs: python/devguide#1739

AFAIK, this should get a (public) approval from the Steering Council.

For clarity's sake, this is something a previous SC discussed and approved years ago, but the current SC should officially discuss it anyway. Adding it to the agenda.

It seems that the current 'sponsor prospectus' and sponsor application doesn't list the devguide: if so the original issue could be closed?
