DESCRIBE YOUR PR

Added new "Adding a Dependency" playbook following the spec format. This playbook documents the approval workflow and evaluation steps required before adding dependencies to SDK repositories.

  • New playbook at /sdk/getting-started/playbooks/adding-a-dependency
  • Cross-link added from Dependency Management standard
  • Applied RFC 2119 keywords

- Added spec frontmatter (spec_id, spec_version, spec_status, spec_changelog)
- Added SpecRfcAlert, SpecMeta, and SpecChangelog components
- Added Overview section with playbook summary and related resources
- Applied RFC 2119 keywords (MUST, SHOULD, MAY, MUST NOT) to requirements
- Added dependency on release-versioning standard

- Removed "(wip)" markers from Release gating criteria and Rollback procedures
- Added cross-links from review-ci and coordination-maintenance standards back to playbook
