Update @web/test-runner-playwright to 0.11.1 and add playwright install step

• Update @web/test-runner-playwright from 0.11.0 to 0.11.1
• Add npx playwright install --with-deps to the pretest script to ensure browser binaries and system dependencies are installed before test execution

The pretest script now ensures playwright browsers are available:

"pretest": "npm run build && npx playwright install --with-deps"
