Summary
CMAB experiments should not use UserProfileService (UPS) for sticky bucketing. UPS maintains decisions across the experiment lifetime without considering TTL or user attributes, which contradicts CMAB's dynamic decision-making nature. This change explicitly excludes CMAB from UPS logic.
