PYTHON-5574 Allow uv lockfile to update from justfile lint

I verified the change by updating the mypy version, committing without pre-commit, and then running the following:

just lint uv-lock
uvx pre-commit run --all-files uv-lock
uv-lock..................................................................Failed
- hook id: uv-lock
- files were modified by this hook

Resolved 98 packages in 1.19s
Updated mypy v1.18.1 -> v1.18.2

I had to update the way we install pre-commit, it didn't like uvx pre-commit install on the hosts.
