Removes governance-documentation references to the disbanded @nodejs/ux-and-design subteam, completing follow-up cleanup that was missed after PR #86.
Changes:
- Update README sub-team count and remove the UX & Design Team bullet.
- Remove the UX & Design Team section from
GOVERNANCE.mdand update the interoperability summary accordingly.

When #86 landed, not all references were removed.
