Add Bulgarian (bg) translation

Hello React team 👋

I would like to initiate the Bulgarian translation of react.dev.

About me:

• I have previous experience with JavaScript and React.
• I am actively refreshing and deepening my React knowledge.
• I am comfortable with Git and GitHub workflows (forks/branches/PRs/reviews).
• I have strong English proficiency and experience working with technical content/documentation.

I am prepared to take responsibility as a maintainer and commit to sustained, long-term progress on the Bulgarian translation. I understand the maintainer responsibilities, and I’m comfortable with them.

I’m currently the initial maintainer for this effort. I’m open to adding additional maintainers in the future to ensure sustainability, but I’m ready to lead and maintain the effort from day one.

I've started preparing the foundation for the Bulgarian translation.

To ensure consistency and long-term sustainability, I've created:

• A Style Guide
• A Terminology Glossary
• Contribution guidelines
• An initial roadmap
