Fixes #980.
tmuxp config allows
shell_commandentries to be strings in docs and examples,but WorkspaceBuilder assumed dict entries and crashed.
This change normalizes string entries to {"cmd": } and raises a clear
TypeError for unsupported types.
Added regression test to cover the crash case.
